Trying to create an online petition

I’ve tried to set up an online petition today, I’ve been informed that Thurrock Council only accept ones from their website.

After I submitted this petition, this message came on screen;

Basically my petition has to be approved before it goes live. Hardly democracy is it?
The clock is ticking, I submitted it at 14:53 on Tuesday the 10th of July.
